I've already posted this list in a few other places but I though I'd share it here too for those that may be interested in something new.
What I'm going to do is post some free resources I've found since I know that not everybody has or can afford Photoshop or even Sai. And not everyone wants to do it the illegal either.
(Like me.*cough*)
I'm going to post some alternatives that are absolutely free! Most of these are obscure and super lightweight art programs but I did list a few extra things that should be helpful as well.
I hope it's okay to post it here since I wasn't sure where else to pose this.
So here we go!
1. Krita
This is pretty much if Photoshop, Manga Studio and Paint Tool Sai had a love child.<3 It's very versatile and comes with lots of handy tools. You can also customize brushes like you would with Photoshop.
2. Gimp
This is a free alternative to Photoshop. It does basically everything PS can do. While it may take a bit of a learning curve to use the program efficiently; it still is a very useful application.
3. Paint.NET
This is actually a pretty well known program. In fact I think this is the program that is used for editting TDA MMD model textures. I don't use TDA bases so I really wouldn't know.OTL But check it out and see if you like it!
4. Paint Tool SAI 2 (Beta)
This version of Paint Tool Sai is still in beta but it is completely free. This version of sai now supports text, has a perspective tool, a ruler and several other new things. However, it's still very early in the works and is limited.
5. Fire Alpaca
This is a simple digital painting software and digital editor. I personally have never used it but I have heard some good things about it. So go ahead and check it out!
6. Inkscape
This is a free vector tool. It is a free alternative to Adobe Illustrator. This program allows you to create vector graphics. This tool can be quite handy for the graphic designer.
7. Nekopaint Cute
This is actually an unlimited trial version. (I think that means that you can keep it forever as long as you don't sell it. Maybe? I'm not sure sorry. But you can still keep it for free though!) It's a very simple art application. In fact it's actually much more simple than Paint Tool Sai. It's also lightweight and portable. But the program is entirely in Japanese. Unless you understand how to read in Japanese you may need to play around with it. However, I do have this program and I will say that I find it quite nice. This is what I use when I do messy doodles. But I'll let you decide whether if this program is for you or not.
8. Graphics Gale
A program made specifically for pixel art. This program allows you to make sprites and animate them.
9. Blender
While this isn't exactly like the other software I posted. I do want to include this one as well since creating things in 3D is an art. This is a free 3D creation software. A good alternative to Maya or 3DS Max if you can't spend a lot of money on 3D software. One downside to this application is that it can be difficult to learn how to use the software.
10. Emofuri
Emofuri is short for E-Mote Free. This is a very simple animation software that focuses on automated expression changes. All you need to do is draw your character the way the program specifies it and it will animate it for you.
11. Medibang
A free art software that can be use to draw, paint and create manga.
12. Fontstruct
An free online font creator and editor. You can also share and download fonts here too. For those who are interested in that sort of thing.
13. FontForge
A free open source font editing and creating program. You can create your own custom fonts from scratch with this software.
14. RealWorld Paint
A portable art program that also has animation support.Some of the main features it has include animation support, fill, shapes with or without effects, brushes with or without effects, crop, magic wand, red eye removal, watermark support, layers, and vector flexibility.
